Harder than you'd think even with a cpoy of Linares, 25 aƱos de ajedrez in your hand, given that that book has crosstables from each year's tournament with Elo grades attached. I didn't expect them to't match completely (the list changes during the year) but what baffles me is that in any given year somebody seems to be way out.

I'll have a pop at 1992.

1990 probably , it's definitely before 1991 because of the USSR collapsed !

It was the July 1991 rating list as reported in the Editorial column of Chess magazine, September 1991.

(Btw: they had Anand 9th at 2650 which I took to be a misprint as that would have made him 20 points higher rated than Beliavsky who was 8th on the list at 2630.

However, it couldn't have been 1990 because in that event I wouldn't have been closer than Tom.
