1.Rf2 doesn't get anywhere after 1...Rh2+. I looked at 1.d6+ followed by 2.Rf6, which wins a pawn - you swap your d pawn for black's f pawn and then win the g pawn, but I can't see how to progress from there.
As a puzzle, though, IIRC White doesn't have a win; on the contrary the game is famous for Sherwin missing a draw later with R&P -v- R&P, is it not? Maybe White went astray first in some less famous way.

Earlier this had been a 5v4 ending and White has just sacrificed the pawn on h3.
Quite a few British players will have faced the player of the Black pieces.

Yes that's right. This isn't a 'White to play and win' type position. And Black does mess up later in the game.
